POSITION TITLE: QUALITY ASSURANCE OFFICER/PROFICIENCY TESTING COORDINATOR I

II. REPORTING RELATIONSHIPS
Immediate Supervisor: Regional Laboratory Director
Next Higher Supervisor: Director of Water Quality Services
III. JOB SUMMARY (Including number of personnel supervised, if applicable)
This position is responsible for the quality of all data that is transmitted via mail, email, fax, etc. Reviews all final reports prior to sending to clientele. Looks for deficiencies with respect to all NELAC standards, TCEQ guidelines and requirements, 40 CFR regulations, Drinking Water Act standards, EPA standards, Standard Methods, any and all current and associated QAPP requirements for various clients. Performs audits where required or needed. Responds to Audit findings.
IV. TYPICAL DUTIES (May include, but not limited to the following:)
- Maintain appearance and GBRA policies and procedures at all times
- Follow current GBRA QASM, NELAC policies and procedures, TCEQ requirements for all assigned parameters
- Report and initiate Corrective Actions as needed/completes follow up measures for Corrective Actions
- Review all final SOP’s/MDL’s/LOQ’s/LCR’s/Demo’s of Capability criteria are met
- Perform or arrange for Internal audits as needed on all parameters and systems
- Administer or Arrange for yearly Ethics/Data Integrity Training/maintains and updates training
- Reviews and updates the GBRA Lab QASM as needed
- Assists is reviewing all QAPP’s
- Attends Seminars/Training events to keep abreast of new laws and requirements needed
- Provide assistance to Regional Lab Director with yearly Management review
- Reviews Equipment Logbooks to ensure maintenance is documented
- Maintains equipment files
- Yearly thermometer checks against NIST
- Quarterly pipettor checks/maintain documentation
- Responsible for maintaining and distributing PT samples for lab staff/PT Coordinator
- Ensures that all chemical/apparatus have proper documentation (C of A’s/date of recpt/GBRA reagent number system.)
- Ensurese that daily temps for ovens, incubators, refrigerators etc./check scales is completed correctly and properly
- Must work weekends when needed
- Greet customers, visitors, assist w/lab tours and vendors
- Communicate and interact effectively with internal and external customers
- Assist w/Micro Analysis as needed/maintain accurate documentation etc
- Assist with updating LIMS System as needed
- Assist w/Billing and Quotes as needed
- Assist with Receiving and logging in samples, signing chain of custodies, initiating nonconformance documentation as needed
- Assist w/preserving and splitting samples as needed/mail samples as needed
- Assist w/performing clerical and custodial duties for the laboratory as needed
- Assist w/filing and organizing assigned lab data, equipment information and records
- Assist w/maintaining office supply inventory-forms, paper etc./lab sample bottles
- Perform other functions as directed by the Regional Laboratory Director such as assisting with field investigations of water quality, and assist in preparation of various reports, assist with Clean Rivers Program (Monthly sample pickup and Bioassessments)
V. REQUIREMENTS OF THE POSITION
Must have a Bachelor of Science degree in a science-related field with some course work in chemistry, physics, microbiology and mathematics. Minimum of two year’s laboratory experience. Must have QA/QC knowledge and experience working with acceptance criteria for various parameters. (specifically those of the GBRA Regional Laboratory)
Registrations and Licenses:
Texas Drivers License with acceptable motor vehicle report (MVR).
Experience:
Good background in analytical techniques; experience with complex instrumentation; should thoroughly understand, know how to use and be capable of expertly using all of the materials, apparatus, procedures, methods and techniques commonly performed in the GBRA Regional Laboratory.
Familiarity with lab instrumentation, quality assurance practices and the elements of the National Environmental Laboratory Accreditation Program is required.
Special Requirements:
Must have extensive knowledge of the latest editions of the following:
- Standard Methods for Examination of Water and Wastewater,
- Environmental Protection Agency (EPA) Methods for Chemical Analysis of Water and Wastes,
- Texas Commission on Environmental Quality (TCEQ) guidelines
- National Environmental Laboratory Accreditation Program (NELAP) guidelines
- Possess good common sense in the practice of safety
- Leadership ability in directing professional personnel
- Stamina is required to stand at a workbench for long periods of time
- Physical strength is required to lift forty-five pounds overhead
- Hand-eye coordination, finger dexterity, depth perception and color vision are also necessary
- Operate a motor vehicle
- Communicate effectively with internal individuals and external clients/auditors both orally and in writing
- Communicate effectively verbally, handwritten, telephone, email, and fax
VI. WORKING CONDITIONS, TRAVEL, EQUIPMENT USED
A. Working conditions:
The majority of the work is performed indoors in climate controlled, well lighted conditions. Some fieldwork does occur. Work hours may be irregular and occasionally work may be required on weekends.
B. Travel:
Overnight travel to professional seminars and operating divisions of the Authority is occasionally required.
C. Equipment:
Various laboratory instruments and instrumentation computers software
