
We, a group of laboratory personnel from the South/Central Texas area, in order to exchange ideas, participate in training and education peculiar to water analysis necessary to promote the public health and maintain environmental quality, and to promote the highest degree of standards for water laboratory analysts establish the Alamo Water/Wastewater Laboratory Analysts’ Association. The Association will be structured by the following articles.
ARTICLE I. GOVERNING BODY
Section A. The governing body of the Alamo Water/Wastewater Laboratory Analysts’
Association shall consist of the following:
The properly elected President.
The properly elected Vice-President.
The properly elected Secretary-Treasurer.
The properly elected Editor.
Section B. Standing Committees-membership to be appointed by the President upon
recommendation of respective chairman.
The Program Committee-3 members and the Vice-President.
The Membership Committee-3 members and the Secretary-Treasurer.
The Newsletter Committee-3 members and the Editor.
The Nominating Committee-3 members all appointed by the President.
ARTICLE II. ELECTION OF OFFICERS
Section A. The election of officers shall take place annually at the December meeting of
the Association.
Section B. The nominating committee shall submit the names of at least two candidates
for each office at the November meeting of the Association.
Section C. Upon completion of nominations, all officers shall be selected by the casting
of votes by the active membership. The candidates who acquire 51% of the total vote shall assume office in January of the following year. If no single candidate obtains the majority vote, there shall be a run-off vote consisting of two candidates who have acquired the largest and the second largest number of votes, or in the case of tying vote, both of the tying candidates.
ARTICLE III. MEMBERSHIP
Section A. Membership of the Constitution of the Alamo Water/Wastewater Laboratory
Analysts’ Association shall include any person involved with the analysis and characterization of water and/or wastewater of any governmental, industrial, or private water laboratory.
Section B. Other persons meeting the standards for membership by a duly appointed
membership committee shall also be accepted.
Section C. Membership shall be contingent upon annual payment of Association dues,
the amount of which is to be set with approval of the active membership and may be reviewed and updated periodically.
Section D. Membership in Texas Water Utilities Association (TWUA) is mandatory for
members of the Alamo Water/Wastewater Laboratory Analysts’ Association.
Section E. Active member is defined as any member who has attended two out of the
last four regular meeting of the Association.
ARTICLE IV. MEETINGS
Section A. Meetings shall be monthly at an appropriate date, time, and location.
ARTICLE V. BY-LAWS
Section A. An appropriate set of By-Laws shall be drawn up which shall provide
particular items of rule and order which are not covered in the body of this constitution.
Section B. By-Laws may be amended:
1. By a 2/3 vote of the active membership.
2. By a majority vote of attendants at the first regular meeting following the amending proposal.
ARTICLE VI. AMENDMENTS
Section A. Amendments to this constitution may be made upon appropriate drafting,
introduction, and approval of two-thirds of the active membership.
Section B. Amendments must be proposed at any regular meeting and discussed.
Ratification must be proposed at the next regular meeting.
ARTICLE VII. REMOVAL OF OFFICERS
Section A. Any officer may be removed from office with the approval of two-thirds of
the active membership.
Section B. If for any reason an officer is removed from office or resigns, a special election may be called to find a replacement.
